Adapting to Uganda’s Evolving Construction Landscape
Following the enactment of the Building Control (Amendment) Bill, 2025, the
construction industry in Uganda faces a renewed obligation to uphold quality standards
throughout the building process. In particular, the requirement for verified quality control
has become central to the issuance of building occupation permits by the National
Building Review Board (NBRB). The law mandates independently verifiable quality
assurance, especially for concrete strength and material compliance, as a prerequisite for
building occupation permits. Non-compliance may result in penalties up to UGX 20,000
per square meter of built-up area.
In response to this development, Eco Concrete Ltd has established a fully equipped
Concrete and Cement Testing Laboratory to provide independent, professional quality
assurance services for construction materials and on-site concrete production.
Our Role in the Built Environment
The Eco Concrete Laboratory is designed to support developers, contractors, and
consultants in meeting regulatory and technical quality standards by providing:
- Independent verification of concrete and construction materials in accordance
with national and international standards (BS, EN, ASTM) - Field supervision and sampling during casting operations
- Standardized testing procedures for fresh and hardened concrete
- Structured record keeping and quality documentation for submission to the NBRB
- Technical reporting to support dispute resolution and final certification
Subcontracted Quality Control Services
Eco Concrete Ltd offers subcontract-based quality control on construction sites across Uganda, including:
- Routine on-site supervision of concrete works
- Sample collection, cube casting, and laboratory testing
- Issuance of quality control reports for permit processing
- Archiving of results for regulatory reference
Our services are suited for developers and contractors who wish to delegate concrete quality responsibilities to a qualified, independent laboratory. This reduces the risk of non-compliance, avoids penalties, and prevents delays in obtaining occupancy approval.
